Jeffrey Harris

jharrisJeffrey Harris served for many years as Managing Partner and is of counsel to Rubin, Winston, Diercks, Harris & Cooke L.L.P.  His practice, which is both national and local, includes civil and commercial litigation as well as criminal, antitrust, banking, commercial speech and general corporate matters. Mr. Harris represents clients in federal courts throughout the country as well as in courts in the Washington metropolitan area.

Mr. Harris brings to his practice broad experience in government, both at the national and state levels. Following law school and service in the U.S. Navy in Southeast Asia, Mr. Harris served as Assistant U.S. Attorney in the Southern District of New York, prosecuting complex federal criminal cases. He then moved to Washington where he joined the staff of U.S. Attorney General Edward Levi and advised the Attorney General on all FBI domestic security and counterintelligence investigations.

Mr. Harris next served as the Deputy Chief Counsel to the House of Representatives’ Committee on Standards of Official Conduct investigating the Korean influence in the United States (Koreagate). He served as Assistant Director for Marketing Abuses at the Federal Trade Commission where he was responsible for the FTC’s litigation programs that combated economic fraud and marketing abuses. In 1981, Mr. Harris was appointed Deputy Associate Attorney General at the U.S. Department of Justice, where he both directed the work of the Task Force on Violent Crime that produced a criminal justice blueprint for the Reagan Administration and served as the Principal Assistant to Associate Attorney General Rudolph Giuliani as well as the Acting Associate Attorney General in Mr. Giuliani’s absence.

In 1983, Mr. Harris was named Senior Vice President and General Counsel of Capital Bank, a $650 million dollar financial institution in Washington, Los Angeles and Miami. Before joining Rubin, Winston, Diercks, Harris & Cooke, Mr. Harris was a partner in a large Washington, D.C., law firm.
